Bill has over 20 years of experience driving innovation, strategic growth, and large-scale infrastructure development in the global telecommunications and technology industries. With deep expertise in subsea networks and digital transformation playing a pivotal role in shaping international connectivity and advancing next-generation subsea infrastructure.

• As a key executive at Cinturion he developed the Trans Europe Asia System (TEAS), a cutting-edge subsea and terrestrial network designed to connect India, the Middle East, and Europe.

• At Emerald Networks, leading the planning and execution of the Emerald Express submarine cable system, a 5,200 km high-capacity network linking North America, Ireland, and U.K.

As a recognized expert in subsea networks and digital infrastructure, Bill is a sought-after speaker at major global telecommunications and subsea industry conferences, including but not limited to:

• Submarine Networks World (Singapore) – Panellist on the future of subsea networks, open-access systems, and evolving connectivity demands.

Joaquim Sousa Marine Principal Subsea Engineer

Joaquim has over 35 years’ experience in Subsea; was Head of Submarine cable Department for ten years; MA of several consortium systems even acting as Chair in some of them.

He is a member of MC and CMG in maintenance agreements and has deep knowledge, in all activities (end to end) related with marine repairs (including shallow waters) and shore end replacements, including spares management as well as experience as rep on board, during laying and repairs.

Joaquim has been a Principal Engineer with Indigo since 2023.

Kevin Foley Principal Technology Architect

Kevin’s role within Indigo is to define and develop our architectural approach to the Data Communications Networks (DCNs) which connect our 24x7 Network Operations Centres (NOCs) to the networks we monitor.

Over the past 40 years, Kevin has designed solutions for more than 40 countries. Whilst In Indigo, he has used that understanding of the global telco market to build relationships with the best connectivity providers available.
